vacuum_multixact_freeze_table_age
Multixact age at which VACUUM should scan whole table to freeze tuples.

In plain words
Like vacuum_freeze_table_age but for MultiXact IDs: once a table's oldest MultiXact is older than this (150 million), the next vacuum reads every page that is not all-frozen.
For DBAs and operators
Compared with mxid_age(relminmxid); effective value capped at 95% of autovacuum_multixact_freeze_max_age. Either trigger (XID or MultiXact) makes the vacuum aggressive; the log line does not say which, so check both ages when you wonder why a vacuum read the whole table.
How to change it
Any user can change it for their session with SET.
